To begin the next row with a small shell: Sl st to ch-1 sp next small shell, ch-4 (1st dc + ch-1), dc same ch-1 sp

Next stitch is a large shell: Work (2 dc, ch-1, 2 dc) in next ch-1 sp. In the pattern you are working a small in into top of a small shell and a large shell in top of a large shell.

Two rows of the pattern are complete

To begin a row with a large shell: Sl St to next ch-1 sp, ch-3, (1st dc), (dc, ch-1, 2 dc) in same ch-1 sp.
